2025 agricultural and rural national and industry standard project

According to the Provisions on Management of Agricultural and Rural Standard Project Database (for Trial Implementation), in order to do a good job of recommending projects of agricultural and rural national and industrial standards to be included in the database in 2025, the relevant matters are hereby notified as follows.

I. Working Principles

Implement the National Standardization Development Outline, Standardized Action Program for Rural Revitalization and other relevant deployments, learn from the experience of the "Ten Million Project", focus on the development of new productivity and the optimization and upgrading of traditional industries, support the high-quality development of agriculture and rural areas and high-level supervision of the quality and safety of agricultural products as the main goal, based on the agricultural and rural sector Duties and tasks, do a good job in the field of agriculture and rural areas of national and industry standard project recommendation into the database work.

(I) Adhere to the system first. Against the most rigorous standard requirements, product-oriented, sound coverage of the industry in the field of the whole industry chain standard system framework and standard system table, the formation of the standard system construction guide, will be included in the system table as a necessary condition for the standard project.

(B) strengthen the standard pre-research. Strengthen the standard pre-study, recommending the establishment of the project, you need to submit a draft standard to ensure the maturity and feasibility of the declared project. Support the conditions of maturity and implementation of good group standards, national and provincial scientific research special support projects can be replicated and popularized in the leading technical achievements of the project industry standards. Recommended projects should be fully researched and demonstrated to ensure that the scientific nature of the establishment of standards.

(C) standardize the recommendation process. Standard project proposals should be openly solicited through the network and other information platforms to ensure full participation of standards-related parties. Support in the mainland registered or invested in domestic and foreign (including Hong Kong, Macao and Taiwan) enterprises, associations and other subjects to participate in the standardization and revision.

Second, the recommended scope and key support direction

(A) mandatory quality and safety standards for agricultural products. Pesticide and veterinary drug residue limits and supporting test methods, slaughtering livestock and poultry inspection protocols, production process control (including input quality and use, quality and safety of the carrying capacity of the production model) and other standards.

(B) promote industrial upgrading of quality standards. Origin environmental requirements, harvesting, storage and transportation requirements, crops (livestock, poultry, fisheries) seeds and seedlings, green food, special-purpose production and processing, cold chain logistics, biotechnology and other standards, agricultural digitization, mechanization (including drones and new types of agricultural machinery) and other new technologies, new industries, new industries, new modes of standards.

(iii) Grading standards to promote healthy consumption: nutritional quality of agricultural products, quality grading, functional agricultural products, e-commerce platforms, packaging, and labeling standards.

(D) Green development standards to promote the transformation of production methods. Important animal and plant germplasm resources protection, agro-ecological environmental protection, arable land resources protection, utilization and monitoring and evaluation, rural energy development, prevention and control of exotic organisms, prevention and control of animal and plant diseases, water-saving agriculture, livestock and poultry manure resource utilization, aquaculture tailing water treatment and other standards.

(E) Rural construction and development standards. Rural habitat improvement, rural construction, rural development and other related standards.

(F) Other technical requirements and standards that need to be unified nationwide.

The specific direction of financial support is by the Measures for the Administration of Funds for Agricultural Industry Standard Formulation and Revision Projects.

III. Relevant Requirements

(A) the relevant departments and bureaus to organize the relevant standard committee (technical focal point) to carry out the industry in this area of the open call for standard projects, research and demonstration and organization of the recommendation, and do a good job of project checking, to ensure that the recommended projects and has been in the library, has been established and has been published standard projects cross-duplication.

(ii) Please ask the relevant departments and bureaus to report the 2025 agricultural and rural national and industrial standard-making and revising projects by letter to our department before November 30, 2024. Among them, the official document of the Department and Bureau for examination and approval, the ranking list of project proposals (the projects that have been included in the database and the projects recommended to be included in the database in 2025 will be combined and ranked, please refer to Attachment 1 for details), the project application (see Attachment 2) and the draft standard and other materials will be synchronized in the module of "Standard Establishment - Project Reporting" of the Management System of Revision of Agricultural Standards-completion of filling.

(C) project completion cycle (from the issuance of the plan to the completion of the report for approval) not more than 12 months, such as the need for extension, the need to submit an application to the competent department or bureau, and an extension of no more than 6 months. If you need to implement a major project across years, you need to make a statement when applying for the project and clarify each year's objectives and tasks. Division I will organize an assessment of the completion of the standard project, the project undertaken by the unit did not complete the task of making revisions promptly, to limit the library of new standard projects.

(D) the Ministry of Agricultural Products Quality and Safety Center to strengthen the standard system construction guide to prepare guidance, maintain the standard system revision project daily management, and improve information management efficiency.

(E) The Department will organize the evaluation of the projects in the database, and select the best projects. The National Standards Commission organizes the establishment of national standards projects, by the relevant requirements of the National Standards Commission to declare, our company will actively coordinate the establishment of projects.
